Yes. Cedros supports CSV contact imports and audience lists based on eligible site contacts or visitor tags. Preview mappings and recipients before importing or creating a list. Dynamic tag lists update with their qualifying audience; a Site Users snapshot can be refreshed from eligible contacts. Consent, opt-outs, and suppression still determine who can receive campaigns.
